Ok, time to speculate a little!
I stumbled upon these pictures (set pictures from Chicago taken the last days):

And I asked myself:
Some villain/villainess seems to miss Batman (who is vanished in this TV show)!
But who? And why? And why that puppet?
Questions over questions!
"Come out and play Batman!" sounds pretty playful.
It seems that Alice thought in the trailer for the episode that Batman would be after her.
But she surely have noticed quickly that it isn't BatMAN anymore....who is after her.

Guess we have to wait to get more info about the person who placed that puppet there.

But until then....let's speculate!
Who put that puppet there and why?

You forgot Santa Claus and Elvis! ;)

Ok, jokes aside.
Penguin, Joker: No, they (most-likely) won't appear in this show, especially not in season 1 (as Alice is the main villainess).
I don't think any villain that was in Gotham (the TV show) already will appear here early..... maybe in a later seasons.
Caroline said they wanted to do things differently than Gotham.

Harley Quinn: Most likely not. It would fit ("come out and play";), but she is too "big", to appear here as soms sort of side-villainess. And everyone would ask: Where is the joker? ;)

Alice: Would fit, and she is in the show for sure. But as I mentioned. She already knows (after the pilot) that there is a BatWoman in town because she had a close encounter with her. So why would she care now (in a later episode) about the Batman?

Oh, thanks for reminding me! I should have include Santa Claus, the Easter Bunny, Hanukkah Harry and the Great Pumpkin to the list as well. :D

Hmmm... it could just be setting into the gangs of Gotham as a general anyway. We have seen in the previews that people wonder if Batman is back as Kane starts taking on things. The shots of Kane saying “They think I’m him” and “I’m not about to let a man take credit for a woman’s work.” From the last crossover Kane had mention that Gotham had fell into disarray. Stands to reason the gangs have run rampant. It could just be a challenge that if Batman WERE back, they weren’t going to back off so easily.

So close now, though! We’ll get our answers soonish!
