Basically he says that these shows were warned to approach their finales as series finales since they might not be renewed and it was the showrunner's decision to end their seasons that way with the warning.

Legends co-showrunner admited a few weeks ago that she gambled on ending the season on a cliffhanger and lost.That the series ending on a cliffhanger was on her.
